Portfolio Manager, California Public Employees Retirement System
Bill is a Portfolio Manager within the CalPERS Global Governance Program, managing CalPERS Institutional Relations work stream while serving as the Program Chief Deputy in overseeing the System’s Corporate Engagement, Capital Market Stability, Sustainable Investment, and Principles and Proxy Voting work streams.
Bill has played an integral oversight role over the last thirteen years in evolving CalPERS’ Investment Office (INVO) Governance Program, and implementing the Board of Administration’s strategic governance initiatives as a means of improving the Pension Systems’ sustainable long-term performance of assets under management. In September 2011, the Governance Program was transitioned into an INVO-wide role that now supports the Total Fund. This transition recognizes INVO’s ongoing effort to integrate environmental, social and governance factors into investment decision making across asset classes.
Bill’s experience includes managing CalPERS portfolio of company engagements, the application of CalPERS’ Global Principles of Accountable Corporate Governance to over 9500 equity portfolio holdings through the System's proxy voting responsibilities, and managing environmental, social, and governance policy reform measures. Bill represents CalPERS through global governance forums including the Council of Institutional Investors, International Corporate Governance Network, UN Principles for Responsible Investment, Asian Corporate Governance Association, and Ceres.
